In any case, you must submit a document of type ANNEX VII when transferring waste.
This Annex VII is a standard transport document included in the European Regulation 1013/2006/EC.

This legislation says in the Article 18 that the Annex VII is signed by the person who arranges the shipment.
Annex VII is completed and signed prior to the shipment by either the waste producer making its own arrangements for the shipment or the dealer.
For cross-border shipments, other documents suffice as identification forms:
- If Regulation (EC) 1013/2006 of the European Parliament and of the Council of 14 June 2006 on cross-border shipments of waste applies, the transport document and the copies of the notification document shall apply as the identification form for the shipment of the waste.
- In the case of shipments for recovery of the wastes listed in Annexes III, IIIA and IIIB of the Regulation, the document listed in Annex VII of the Regulation shall serve as the identification form.

- identification of the parties involved (organizer, importer, shipper(s), producer, recovery facility)
- type, description and codes of the waste
- quantity
- date
- recovery operation (R code)
- countries involved
- signatures
